As soon as we get to the port, we have to wear the sailor uniform, which can be found in the building next to the steamer. That's the only way security will let us in. When the steamer departs we head to the toilets at the back of the vessel where we have a concealed pistol. Unfortunately for us, the toilet is locked and the keys are with the lifeguard. He usually moves in the lower part of the steamer, there so we ask him for the keys. He's reluctant to give them to us, but eventually lends them to us on the condition that we clean up the awful mess what's there and then we have to return the keys to him. We will take a bucket from the toilets down here with which we will clean the locked toilet. We take the colt detective special pistol and return the keys to the lifeguard. If we don't give them back to him, he'll look for us later and reveal that we have a gun with us and it will alert security. So we have to return them to him and then wait for the councilor to show up. After the demo, we'll shoot him and we escape to the lower part of the steamer, where Paulie will be waiting for us with the boat we will use to escape.

We can also do this mission by not waiting for the councilor to come out of the cabin, but killing them all at once, from one we take the cabin key from the security guards and kill him there.
