Businessman and influential Lost Heaven councilman who was helped by Don Morello with a career and building a political career. In return, he is loyal to Morello and stands by his side. He takes bribes and helps him in a campaign against competitors the Salieri family.

When his hooligan son Billy is murdered in 1932, whom he didn't even like very much, he thus gets the greater opportunity to justify the liquidation of crime in the city, as he himself calls the liquidation of Salieri's organization after the start of the Morello-Salieri war.
